Abstract: The purpose of infrastructure is to provide a base upon which to communicate. Therefore content must follow infrastructure. At the same time infrastructure without content is an abstract exercise. Like trains without passengers -- void and without purpose. Therefore content and infrastructure must be developed together so that the purpose of the technological base becomes apparent. The infrastructure is being developed -- nobody can have missed this. At the same time content is being enclosed, protected and commercialised. If left unchecked - we run the risk of having a free infrastructure without an open content. However there are movements gaining momentum which are actively working to ensure open content, to ensure that the infrastructure will have something valuable to communicate.
